Rod Peterson to lead 2014 commissioners

At their organizational meeting for the year, the Dodge County commissioners elected Rod Peterson as the chair, and John Allen as their vice chair.
At the first regular meeting of the year, Jan 14, 2014, Sheriff Jim Jensen asked the commissioners to approve three new full-time deputies' positions to replace three part-time deputies' positions. He explained that the positions are needed because, among other reasons, deputies must be available to:
serve as courtroom security when the courts are open,
transport prisoners if transport personnel are unavailable,
fulfill the terms of the contracts with towns in the county for law enforcement services.
Changing the part-time positions to full time would save money on training costs because part-time deputies tend to leave the county to take full-time positions elsewhere.
The commissioners voted to table the issue. They did approve the purchase of three new squad vehicles and equipment to replace old vehicles. They also approved upgrading the local radio 'logger' (device that records radio communications and 911 calls) and agreed to spending about $43,600 to share with five other counties in a regional logger. This expenditure will save the county about $140,000, said Jensen, because the county would not have to purchase a new logger in early 2015, "...when we upgrade our dispatch consoles."
The commissioners approved a conditional use permit for Kevin Delva to have an ag-related business in the agricultural district on 30 acres in Mantorville Township. Delva plans to have hay auctions, machinery auctions, and some farm equipment on site for consignment sales. Conditions for the permit include the requirement that items displayed must not leak fluids or lubricants onto the ground.
In other business, the commissioners approved:
An extension for the interim use permit for Kathleen and James Curlee in Milton Township.
The liquor and Sunday sale license for the Zumbro Valley Recreation Club for 2014.
The acceptance - with thanks - of the donation of baby quilts and baby items valued at $300 from the Trinity Lutheran Church, West Concord, to the public health family health program.
The 2014 contract with SEMCAC for the administration of volunteer transportation.
Extending the agreement to participate in CREST with nine other southeastern Minnesota counties for adult mental health services for 2014 for $30,633.
Advertising for 2014 paving projects. The projects are on County State Aid Highway (CSAH) 2 between CSAH 5 and Highway 56 and on CSAH 16 between Highway 56 and CHAH 9.
The 2014 comprehensive water plan contract with the Dodge Soil and Water Conservation District.
The 2014 Natural Resources Block Grant for $118,827 for budget years 2014-15 for the county's feedlot, wetland, shore land, septic, and water management activities.
The payment of $3,387 for a feedlot fix on 625th St. near Kasson from the Livestock Waste Management Grant under the fiscal year 2013 Clean Water Amendment Grant.
The agreement with the Law Enforcement Labor Services, Inc. Union for 2014. Employee Relations Director Lisa Hager explained that the Sheriff Union has not voted on the agreement yet.
The commissioners will meet again at 9:30 a.m. Jan 28, 2014, at the courthouse.
