A Disorderly Use Violation has been filed against Midtown Manor in Hayfield and their tenant Ernest Rubin Collins, for interference of a dead body.
According to the report, on October 12, the deceased body of Kairo Soteto was located in the city of Rochester. Investigation by the Rochester Police Department led to the facts that Ernest Collins and James Evans dumped the deceased body in Rochester. Their investigation showed that Sotelo died of an apparent drug overdose in Collins' apartment inside the Midtown Manor apartment building in Hayfield and they moved his dead body to Rochester without calling for medical help or calling law enforcement.
Charges are expected to be filed against Evans and Collins for interference of a dead body and other related charges.
