The West Concord city council decided to take a look at revising their special assessment ordinance at their Feb. 21 meeting.
City administrator Kay Hanson shared a memo from the city engineer, Joe Palen, that advised them, because of major road construction projects in 2013 and 2014, they will need to decide how to proceed with special assessments to property owners. The current policy, adopted in 2003, calls for 80 percent of construction costs to be assessed to adjacent property owners. "Joe says our policy is too aggressive," Kay said. The situaaaation has changed: construction costs have gone up and property values have fallen.
Council member Greg Klevos said the way he understands it, the property can't be assessed any more than the value of the property will increase due to the improvement.
